Fill dirt, topsoil and base rock are not interchangeable. Knowing which is which saves money and headaches.
Fill dirt
Cheap bulk material for raising grade and filling low spots. It is about volume, not growing or structure. Use it to build up an area before you cap it.
Topsoil
The rich, screened layer plants actually grow in. It goes on top, after grading, for lawns and beds. Do not use it as structural fill.
Base rock
Graded aggregate that compacts hard under driveways, pads and slabs. It is the structure, not the soil. When you need something to bear weight, this is it.
